Un tremblement de terre d’une magnitude de 7,6 sur l’échelle de Richter a totalement ravagé Gotham City. Abandonnée à son triste sort, la ville est déclarée zone interdite et exclue du territoire américain par les autorités gouvernementales. Les forces de police, menées par le commissaire Gordon, tentent certes de rétablir un semblant d’ordre dans ce « no man’s land » dirigé par des bandes rivales et des super-vilains, mais les habitants qui n’ont pas voulu ou su évacuer à temps sont toutefois livrés à eux-mêmes… surtout que Batman semble avoir disparu de la circulation. Cette série prévue en six tomes est la suite directe de Batman – Cataclysme, la saga qui avait fait vaciller l’habitat de l’Homme Chauve-Souris sur ses fondations et plongé Gotham City dans une ère nouvelle.
